New Tree Provisions in Dover

1 Dover Town News Posted on January 07, 2026

Dover’s updated Stormwater bylaw protects clean water, reduces flooding, and now includes specific guidelines for preserving important trees during construction.

You must obtain a Chat 159 Stormwater Permit before any tree removal or site work if your project will:

  • Change grade or vegetation over 5500 sq. ft or 25% of your lot
  • Store 100+ cubic yards of soil or fill
  • Include work in Wetland Resource Areas or Protected Buffer Zones (These may also require Conservation Commission permits).

Tree Protection Requirements Include:

  • Protected trees (6” or larger) and their roots must be preserved within setback areas
  • A Tree Protection Zone must be marked during construction
  • Mitigation may be required, including tree replacement or contributing to Dover’s Tree Protection Revolving Fund
