The Capital Budget Committee’s function is to review, vet and recommend to the Board of Selectmen, Warrant Committee, and town voters the annual capital budget, which includes Article 5 and other special articles that involve capital expenditures on the annual Town Warrant. 

The Committee publishes their recommendation in the "Blue Book" produced by the Warrant Committee prior to Town Meeting. The Committee also prepares a 5-year outlook of potential capital expenditures.

There shall be a seven-member Capital Budget Committee appointed as follows: one member of the Board of Selectmen, two members of the Warrant Committee, all of whom shall be appointed by and from their respective boards to one-year terms; and four members at-large serving three-year terms. Each year one member at-large shall be appointed to a three-year term by the above-named appointees and the members at-large then currently serving. Any vacancy shall be filled for the remainder of the unexpired term in the manner of the original appointment.

The Committee shall annually prepare a capital budget program for use by all Town boards and officials in their deliberations. The Committee shall publish such report and deposit copies with the Town Clerk, the Board of Selectmen, and the Warrant Committee not later than the first of December each year.
